Tournament Format
- 2 Pools per age group – 10 minute matches, no half time
- 6 Teams per Pool (12 teams per age group) – Each Pool 5 group matches
- League format followed by Semi-final and Final – Plate matches to determine 5-8th
- All matches will start promptly at the sound of a Klaxon.

Tournament Rules
PLEASE NOTE
Knockout stages are exciting, but inevitably it means winners and losers, heroes, and heartbreaks. Please be respectful. We want the children to experience these situations in a way that is positive for them, whatever the outcome of the game or the shootout.
Age Groups are as of the 2018/19 Season. (Fixtures will be as printed in the program.)
- Management of the Tournament. The tournament shall be governed in accordance with the rules and regulations of the Football Association and be subject to the discipline processes of Sussex County FA.
- Management Committee and power. The management committee will have the power to apply, act upon and enforce the rules of the tournament and shall also have jurisdiction over all matters affecting the tournament, including any not provided for by the rules. The committee shall adjudicate in all cases of dispute, protest and complaint. Any appeal against a decision of the committee must be made directly to Sussex County FA within fourteen days and must be accompanied by a fee of £50.
- Age Groups. All players must have been under their respective age groups as on September 1st2018 with the exception of any player who has reached the age of 6 (who might be an under 6 and will not be 7 until after 1stSeptember 2019) can play for the under 7s and therefore play a year up Failure to comply with this rule will result in disqualification of entire offending team.
- Team Colours. Players shall be dressed in uniform shirts and shorts but the goalkeepers dress must distinguish them from the other players and the referee. In the event of a Colour Clash the Team named second will be required to change their shirts or wear distinguishing bibs.
- Team’s in U7-8s are 5 a side, U9s to U13s are 6 a side, U14s to U15s are 5 a side, but each squad may consist of up to 10 players. No player may play for more than one team in any age group. In some cases where more than 2 teams from the same club are playing bands will be issued so as to distinguish which team they are playing for and must be shown to the referee before the commencement of the game. No band = Cannot play in that game.
- Equipment. All jewellery must be removed entering the field of play. Players MUST be wearing shin pads. Trainers, Astro boots and Football Boots are allowed. However, the suitability and safety of all equipment is at the discretion of the referee who will judge according to the prevailing conditions. The ball will be Size 3 for U7s – U9s, Size 4 for U10s – U14s and Size 5 for U15s+.
- Choice of ends & Match Ball.The Team named first in the schedule will have choice of ends. Their opponents will kick-off. The first named team will provide a suitable ball for the match.
- Time Control. Each Match will be 10 Mins with No Half Time. The match will Start and End on the sound of a Klaxon. If a team has not reported to the allotted pitch and hence is not ready to play at the scheduled time, but the opposing team are, the referee has the discretion to award a goal and start play with the time reduced. If a team has not reported within 4 minutes of a scheduled time, the referee has the discretion to award a 1-0 win.
- Roll on roll off substitutions are allowed at all age groups, but they can only be made with the referee’s permission and when the ball is dead.
- At U7’s the goalkeeper may “Fly-kick” the ball out of their hands. For all other age groups, the keeper must release the ball by hand to another player. A goalkeeper cannot roll the ball to himself and clear with his feet. Infringements of this rule will result in an indirect free kick. Players are allowed in the goal area and the goalkeeper allowed out of the area.
- Back Pass. For all age groups except U7. The goalkeeper is not allowed to pick up the ball from a deliberate back-pass.
- Goal kicks. Goal kicks for U7-8’s the goal kick can be taken anywhere in the penalty box and for U9-15 kicks are taken from the goal line.
- Retreat to the half way line. For age groups U7-U10 opposing players must retreat to halfway line. The ball can be played early if the opposing players have not fully retreated.
- must be at least 5 yards away from the ball for all free kicks and goal kicks.
- No offside.
- Normal Rules.
Except for these provisions, the laws of the Football Association apply. Tournament Rules may be subject to change prior to the event. - The referee will be the sole arbiter on points of dispute and shall be empowered to interpret the rules governing small sided football, bearing in mind the best results of all parties concerned. The winning team or if a draw the home team will return the result card to the control centre
- Arrangement of the Tournament.There will be a up to 2 groups of 6 teams in each age group with the winners and runners up qualifying for the semi-final stage. This will apply to all age groups except for the under 7s and under 13s who will have a slightly different version as printed on their draw page of the program. Teams in position 3rdto 6thof their group will play off to determine 5-12th positions overall. This allows for the finalists to have a rest between the semi-final and final. Under 13-14 Girls will be one group. The Winners and runners up will play off in a final.
- Scoring 3 points for a win, 1 point for a draw. If two or more teams are tied on the same number of points after the group stage, then the position shall be decided on Goal difference, Goals scored, No of wins, Result between two teams, Toss of coin
- Knock out drawn matches.In the event that the scores are level at full time in the knock out stages then 3 mins of extra time shall be played. If the match is still drawn, they will be resolved by the taking of penalty kicks. The team named first in the schedule will shoot first. Each team will take 3 penalties alternately, using 3 different players from the team on the field at the final whistle. If the scores are level teams will continue to take alternate penalties, firstly by the remaining players and then in the same order as before, until one team scores and the other fails. Only players on the field at the final whistle may take penalties.
- Our Tournament will apply the Sussex County FA rules on cautions, cards and timed suspensions Referees will operate a blue card system for offences that would normally attract a yellow card.
- The penalty for a blue card will be a 2-minute suspension from play. If a player receives a second blue card in the same game, they will be suspended from the remainder of the match and receive an automatic further one match suspension.
Red Card Offences
i) Attempting to kick or strike another Player Violent Conduct Serious Foul Play = 3 Match suspension
ii) Denying a goal or an obvious goal scoring opportunity = 1 Match suspension
iii) Use of offensive, insulting or abusive gestures = 2 Match suspension
- In each age category a trophy will be presented to the winning team, along with medals for the winners and runners up participants. The trophy remains the property of Ashington Cougars FC but is lent to the winning team until it is returned back to Ashington Cougars FC by March 30th 2020. It is the responsibility of the winning team to get the trophy engraved with their name on it. For age groups under 7 & 8’s all players will receive a medal for taking part in the tournament.
- Protest and Complaints. All questions of eligibility, qualification of players or interpretation of rules shall be referred to the management committee, but no objection relative to the dimensions of the pitch or other appurtenances shall be entertained by the committee, unless a protest is lodged with the match official before the commencement of the match. All protest and complaints relative to particular matches in the tournament shall made in writing to the Tournament organiser within 60 minutes of the conclusion of the match. No complaint in relation to decisions taken by a referee in match shall be entertained.
- ASHINGTON COUGARS FOOTBALL CLUB Do not accept any responsibility for injury, loss, or damage to property by spectators or players, however caused during the competition. Competing clubs should consider taking out their own insurance to cover claims arising from own injury or to that of another player.
